Banner County officials reported a bookkeeping discrepancy at a July 15 budget workshop involving interfund transfers tied to a March resolution.
County staff and the treasurer said they executed a resolution that moved $29,000 from the inheritance‑tax account into the weed pickup account and then paid $44,000 from the combined balances to a law enforcement special fund. Department leaders said the physical cash transfers occurred, but the weed department's budget reports do not show the expected $15,000 debit against the weed line that was part of the transaction.
The transfer is recorded in a resolution referenced at the meeting as 25‑09 dated March 25. Treasurer Kathy said the transfers were done per the resolution, but a paper claim or journal entry may be missing from the clerk/claims paperwork that county staff review when assembling the departmental reports. Staff described a possible need for a journal entry or claims reconstruction so that the departmental ledgers and the treasurer's side both reflect the movement of funds.
County staff agreed to examine the claims register and transfer documentation and to prepare corrections if needed. The treasurer noted that while the budget printouts did not show the $15,000 removal from the weed line, “the money moved,” meaning the cash was available and disbursed as authorized, but the accounting presentation did not match the transaction decomposition used in the departmental reports.
Next steps: Treasurer's office and budget staff will review the claims and transfer paperwork and produce any required journal entries or adjustments so that the weed department's budget lines reflect the prior resolution's transactions.
