Banner County adopts three new funds for infrastructure and law enforcement spending

The board adopted Resolution 25‑14 establishing the General Sinking Fund (fund number 2750‑0100‑00) “to account for all revenues and expenditures related to addressing infrastructure improvements.” The resolution charges the Board of Commissioners with fund administration and specifies that expenditures require appropriation through the annual budget or a separate resolution.
The board also approved Resolution 25‑15 creating the Law Enforcement Special Fund (fund number 2962‑651‑00) to account for revenues and spending tied to department improvements; the sheriff’s office is named as responsible for administration and oversight, and expenditures require appropriation.
Finally, commissioners adopted Resolution 25‑16, creating the STOP Program Fund (fund number 2356‑652‑00). That resolution lists permissive purchases for the fund, including vests, gloves, flashlights, video equipment, speed detection and in‑car cameras, light bars, radios, laptops, speed signs, officer training and education, and vehicle upgrades. The county attorney was named as the administrator of the STOP fund, with expenditures subject to appropriation by the county attorney as part of the annual budget or by separate resolution.
All three resolutions were read, moved, seconded and approved by roll call (Don: Yes; Robin: Yes; Lee: Yes). No amendments or dissent were recorded. The measures take effect immediately upon adoption.
