The Yellowstone County Board of Commissioners on Aug. 5 approved Resolution 25-94 to dissolve RSID 7-83, the construction RSID established for the Homestead waterline project.
Monica, a county staff member who presented the item, said the RSID was created to construct a waterline and that the project is finished and its debt has been repaid. "This is an existing RSID. It's a construction RSID that was done to, construct a waterline. That project is complete. The debt has been paid on it. We don't need to keep a construction RSID on the books," Monica said during the public hearing.
The board opened and immediately closed the public hearing after the clerk reported no written or in-person comments. A commissioner moved to approve Resolution 25-94 and a second was recorded; the board voted in favor by voice vote and the chairman announced the resolution passed.
Under the dissolution, Monica told the board that future funds for maintenance will be handled by the Heights Water District rather than the county RSID. The motion approved by the board was recorded in the meeting as: "I move we approve Resolution 25-94 to dissolve RSID 7-83 Homestead Waterline." The board chair called for the vote and, after the ayes, said the resolution had passed.
Because the hearing drew no public comment and the staff report identified the project as complete and the debt retired, the action ended the county's construction RSID for the Homestead waterline and transfers responsibility for ongoing maintenance funding to the Heights Water District.
