City staff presented bids and alternate projects related to asphalt resurfacing and park repairs during the August 2025 council meeting. The base bid originally included Center Street, Castlewood and Thrush; staff said the bid’s favorable price allows the city to add Jefferson Street and Ninth Street (from Business 54 to Court), both streets that had been torn up by utilities work.
Staff described alternate bids and park-specific work: resurfacing the Carver basketball court (quote reported in the meeting at about $21,900), replacing a parking lot at Tanglewood (the lot closest to the golf shed), and path repairs at Tanglewood mainly around tee boxes. Staff said they would skip spots with underlying water damage until those are addressed. Parks and Recreation staff coordinated work and will assist with prep so overlays are performed over properly prepared bases.
Charlene McArthur of Parks and Recreation said the city and contractors will aim to minimize damage during access and repairs; she also noted prior work history and expressed confidence in the selected contractor for the golf-course paths. A speaker at the meeting raised concerns that while earlier plans for Carver Park had contemplated “300 something thousand dollars” of improvements, the current asphalt portion being budgeted at the meeting was about $21,000; staff clarified the quoted amount covers only the asphalt portion and that additional expenditures (fencing, striping and other features) will be required.
Staff emphasized the city’s ability to leverage its crews to add streets and alternates, reducing contractor costs. The meeting transcript also includes an update that the Twelfth Street Bridge is in the design phase and that design contracts have been signed and turned over to the design group.
Next steps: staff will proceed with the approved base bid and selected alternates, coordinate with Parks and Recreation for site prep and return to council or staff reports if further funding or grant matches for Carver Park are identified.
