Marshall staff told the council they are pursuing more data from IBTS about inspection timeliness and will convene another meeting with local contractors after the July holiday to discuss scheduling, flexibility and billing.
The review matters because contractors have raised concerns that inspections are being booked out and that inflexible scheduling hinders electrical and water coordination; staff said they want to quantify any cost differences between what IBTS bills the city and what the city charges permit applicants before making policy or fee changes.
The City Administrator said the city received contractor feedback and held a technical meeting with IBTS. Staff are "awaiting a super bill for the month of June from IBTS" and expect that fee data will allow a comparison of what IBTS charges the city, what the city charges permit applicants and what gap exists. The administrator said: "we think we're gonna have some real solid information for you based on those June numbers, for an upcoming meeting here."
Staff also outlined plans to hold two pre-application meetings the week of July 14: one on rehabilitation of an older building and another for a small residential development whose design differs from city code. Mark Manville of IBTS indicated he will meet with local contractors after the holiday, staff said.
