The City of Carthage approved a slate of second-reading ordinances at its Aug. 26 meeting, including amendments to the fiscal 2025–26 operating and capital budget and the ordinance levying general property taxes for 2025.
City Clerk Miranda read the second readings for Council Bill 25-51 (budget amendment) and Council Bill 25-52 (levying general taxes). Council members cast their votes and each council bill passed at second reading.
The council also passed Council Bill 25-56, authorizing the mayor to execute a memorandum of understanding with Jasper County regarding reallocated opioid settlement funds for the Jasper County jail treatment program. Other code and personnel-related ordinances passed on second reading, including amendments removing the Powers Museum from code sections and updates to the personnel policy manual and disclosure procedures for municipal officials.
Councilmember Miranda opened a public hearing on proposed property tax rates earlier in the meeting; the mayor noted the city’s rates were expected to decline. The council took recorded second-reading votes on multiple items in sequence; each council bill listed in the meeting packet passed on second reading as announced by the presiding officer.
Council members did not identify roll-call tallies for every vote in the public audio beyond the presiding officer’s “cast your votes” announcement; meeting minutes should contain the formal record.
