At the July 22 meeting the Carthage City Council considered year-end budget adjustments intended to reconcile spending across multiple funds for fiscal 2024–25. Council Bill 25-50 was given its first reading; a separate resolution (20-95) that authorizes supplemental transfers from the fire sales-tax fund was adopted by the council.
Why it matters: The adjustments cover several items the city described as year-end cleanup, including an emergency repair for a taxi air-conditioning unit, transfers to cover an I‑49 roundabout project that went over budget, and other planned carryovers. City staff said the transfers will be completed before the auditor’s review in September.
Details: City staff explained that transfers include moving use-tax money from the Street Department to the Public Facilities Bond Fund to cover overages on the roundabout project and transfers related to Memorial Hall curtain expenses. A $500 donation from the Boylan Foundation intended for Vision Carthage was also noted in the adjustments. Councilmembers emphasized these moves are routine fiscal-year closing transfers and must be authorized by council prior to the external audit.
Discussion vs. decision: Council Bill 25-50 received its first reading only and will return for subsequent readings and a vote; Resolution 20-95 (supplemental transfer from the fire sales-tax fund) was moved and approved at this meeting.
