Board approves pavement condition assessment contract after presentation on laser crack and sidewalk-testing technology

The Board of Aldermen approved a contract to hire Infrastructure Management Services (IMS) to perform a comprehensive pavement and sidewalk condition assessment, a project the city last completed in 2020. The board approved Resolution R25-40 at the meeting after a presentation from IMS client services manager Jim Turret.
IMS described using a laser crack measurement system (LCMS) in instrumented vans and a sidewalk surface tester to capture three-dimensional pavement and sidewalk imagery and quantify pavement condition (PCI) and sidewalk condition indices. “We use state-of-the-art technology … LCMS,” Jim Turret said, explaining the process and deliverables, which include a five-year pavement management plan and a web-hosted viewer for virtual drives and imagery review.
City staff said the assessment is the basis for the city’s overlay and capital improvements program. When asked how useful the data is, a city staff member replied it is what the city uses “to develop the capital improvements program for the overlay, annual overlay projects that we do and it is all utilized to develop that plan.” The board unanimously approved the resolution to authorize the city administrator to sign the agreement.
Turret noted typical field collection takes two to three days for pavements and up to a week or more for sidewalks because of the additional constraints, and that IMS would compare results to the prior 2020 cycle. Deliverables described in the presentation included a data quality management plan, QA/QC calibrations, an Excel-based prioritization tool, and a web-hosted viewer showing PCI and sidewalk ratings with 360° imagery.
Board discussion focused on the value of the technical data for prioritizing limited street-repair dollars. A board member asked whether the work “is worth the money,” and staff answered it helps identify where a roadway is past the point for spot repairs and where larger interventions or reconstruction are needed to stretch the city’s pavement dollars.
Resolution R25-40 was moved and seconded and approved by voice vote. The contract will allow staff and the engineering consultant to develop a multiyear overlay plan and sidewalk program for council consideration ahead of capital budgeting.
