Grain Valley aldermen approve repairs and funding for Grain Valley Community Center HVAC

The Board of Aldermen of Grain Valley City on Monday approved a set of measures to repair the HVAC system that serves the Grain Valley Community Center gym, voting to open a budget amendment and authorize city staff to execute the repair work.

City staff told the aldermen that the condenser coils on the unit that serves the gym had failed and that “there is no air conditioning in the gymnasium at this point.” The board approved a resolution to declare the need for a budget amendment, approved a second resolution to authorize the city administrator to execute the repair agreement, and adopted an ordinance allocating Park Fund reserves to pay for the work.

The measures were presented as a three-step process: a resolution stating the need for a budget amendment, authorization for the city administrator to execute the project agreement, and an ordinance to allocate funds from the Park Fund reserves. City staff said EMCORE is the mechanical contractor the city uses and that this repair is outside routine maintenance scope. Staff said the work will replace the condenser coil and recharge refrigerant rather than replace the entire unit because a full replacement would be substantially costlier and the future of the community center is uncertain.

Board action: The board voted by voice to approve the initial resolution establishing the need for the budget amendment and similarly approved the agreement resolution; aldermen later approved the Park Fund ordinance by roll call (unanimous). The adopted ordinance was identified in the meeting as ordinance number 24-64.

City staff did not provide a total dollar amount for the repair during the discussion. Staff described the work as a component-level repair (condenser coil and refrigerant) and said a full unit replacement would be a “sizable amount” but declined to specify a figure during the meeting.

The board’s approvals allow the city administrator to execute the repair agreement with EMCORE and to use Park Fund reserves to pay for the work. No timeline for the repair was given at the meeting.
