Grain Valley approves task agreement with Lamp Rynearson for South Butler Tarsney trail extension

The Grain Valley Board of Aldermen approved Resolution R25-09 authorizing the city administrator to execute Task Agreement No. 24-1 with on-call engineering firm Lamp Rynearson for construction administration services on the South Butler Tarsney Trail extension.
Why it matters: The trail project has federal TAP (Transportation Alternatives Program) support and will extend a pedestrian/bicycle route that connects the library area to existing trail segments. The project is scheduled for construction in the current fiscal year; retaining the original engineering firm is intended to save cost and preserve continuity.
City staff explained the project history and funding. "This project actually started in 2022 when we were awarded TAP funding for the project. We were awarded $328,400 for this project. Our share of the project is $112,200," said a city staff speaker during the resolution discussion.
The approved task agreement keeps Lamp Rynearson on board to prepare bid documents, scopes of service and engineering work, go out for bid and provide construction administration so the city can complete construction this year. Staff said the extension will connect the existing 10-foot-wide asphalt trail in front of the library north to the Buckner Tarsney/Blue Branch Creek Trailhead and south across Sni-A-Bar Boulevard to the corner of Nelson where existing sidewalk is located. Staff also said the work as approved does not include dedicated trail lighting for this segment.
The board voted to approve the resolution. No additional funding source changes were presented at the meeting.
