Grain Valley approves 2025 pavement program, vehicle and contract payments

Grain Valley's Board of Aldermen on Tuesday approved multiple items to advance the city's 2025 pavement maintenance work, authorizing a new public-works vehicle, payments for county-coordinated road work and contracts for asphalt maintenance and microsealing.
The measures approved included Resolution R25-29 to purchase a 2025 Ford F-350 for the public-works fleet; Resolution R25-30 to make payment to AdvanceCoast Inc. for work on Argo Road under the Jackson County 2025 maintenance program; Resolution R25-31 awarding the 2025 asphalt maintenance contract to Advance Asphalt Paving & Concrete LLC; change orders for Front Street storm and water improvements with JM Fay Construction (R25-32); and Resolution R25-33 authorizing a microseal agreement with Vance Brothers Inc.
City staff told the board the Argo Road work covers the segment near the former GE plant and that the city is partnering with the county rather than doing a full reconstruction. "So this will be a scrub seal, so it's not a full reconstruct or anything like that, but it just made sense to partner with them on this, to get that done," a city staff member said during discussion of the Argo Road payment.
On the asphalt maintenance contract, staff said the city solicited bids and that Advance Asphalt was the "lowest and best bid," which will cover items in the capital improvement plan and the parking lot near Shelter 1 in Armstrong Park. The board also approved two change orders to the previously awarded JM Fay contract after staff reported that two items could not be produced and required substitution; staff said the overall project budget remains "considerably under what we had budgeted for the project." For microseal work, staff said the city is piggybacking on a Platte County contract and listed roads slated for treatment including Nelson Drive, Woodbury Drive, Woodbury Court and two areas on Mentor Road.
All measures were moved, seconded and approved by voice vote.
The approvals advance work already planned in the city's annual pavement-maintenance program and enable both county-partnered and city-led resurfacing and preservation treatments this construction season.
