Board approves $75,000 change order for 10 South Brentwood parking deck repairs; corrosion inhibitor added

The Board of Aldermen authorized a $75,000 change order on Aug. 26 to complete repairs on the third-level deck of the 10 South Brentwood parking garage.
Staff told the board that an initial contract of approximately $175,000 required additional partial-depth concrete repairs and post-tension cable replacements discovered during work; a prior change order of about $147,000 had already been approved. The current request (Change Order No. 2) covers an estimated $71,000 of additional cable replacement work plus nearly $17,000 for a corrosion-inhibiting treatment intended to neutralize chloride intrusion from road salt and slow future degradation.
Project status and cost Public Works reported the eastern phase is roughly 85% complete. Including the original contract and change orders to date, the project budget has risen to just under $400,000. Staff recommended the additional change order to address structural repairs and to extend the useful life of the deck by addressing chloride-induced corrosion in the concrete and steel.
Board discussion Aldermen asked whether other levels would require similar repairs and whether the corrosion issue was isolated to the exposed top level. Public Works said exposed sections and top-level areas typically receive the most deicing salt exposure and that covered sections to be addressed later were not believed to have the same chloride concentrations. Staff noted liquidated damages in the contract language to discourage construction delay beyond the schedule.
Next steps The board adopted Bill No. 7089 to approve the change order on the night of introduction. Staff will appropriate funds in a future budget amendment and proceed to complete repairs. Public Works said the project will continue with interim coatings and later phases as needed; staff will return with any additional requirements to complete remaining phases of the garage restoration.
