Board adopts intergovernmental agreement to use regional law-enforcement training range

City Manager Gibson told the Board of Aldermen on July 22 that the newly opened Center for Advanced Skills in Law Enforcement in Saint Charles County operates as an intergovernmental facility offering ranges, simulators and classroom space. The board approved an intergovernmental agreement by unanimous voice vote to allow Clayton officers to use the center for required weapons qualifications and training.
Why it matters: The agreement gives Clayton police access to an up-to-date regional facility without building its own range. Staff said the city has used other regional ranges in recent years and the agreement establishes a fee schedule tied to hours of use.
Board action Alderman Beause, Alderman Patel, Alderman Fader, Alderman Hammel, Alderman York and Mayor McAndrew voted "Aye" on the ordinance (Bill 7077) approving the intergovernmental agreement. The city manager said the agreement will be budgeted from the training account and that the police department has previously incurred similar costs at other ranges. The chief of police confirmed the city has used other agencies' ranges (for example, O'Fallon) when Clayton's in-house facility lacked the required range depth for certain qualifications.
Ending The ordinance was adopted that night; staff will schedule trainings and manage scheduling and fees under the agreement.
