Council reviews charter amendment proposal to shift certain board appointments to mayor

Interim City Manager Andy Dorian told the council on Aug. 5 that he and the mayor support a charter amendment to move appointment authority for certain boards back to the mayor. Dorian described the proposal — introduced as Bill 25‑064 for a first reading — as restoring the mayor’s appointment authority for boards including the Board of Public Works and the parks board.
Why it matters: The proposed amendment would change the city’s appointment process and the distribution of appointing power between the mayor and the city manager. Councilmembers were told the change is intended to return appointment authority to an elected official rather than the city manager’s office.
Dorian said he and the mayor discussed the issue when the mayor took office and that they felt the mayor should make those appointments. The council did not vote on the amendment on Aug. 5; the measure was introduced for a first reading and set to follow for future consideration.
