Hannibal fire chief seeks quartermaster system for uniforms; council approves contract change pending union amendment

The Hannibal City Council on July 15 approved a proposal from the fire chief to convert the department’s annual $550 clothing allowance into a city‑managed quartermaster system that supplies uniforms directly to firefighters.
Fire Chief Ryan Nisen told the council that, for more than a decade, firefighters have received a $550 check and purchased uniforms themselves. Because of rising costs and taxes on the paid allowance, the department proposes buying uniforms centrally with the same budgeted funds to achieve tax‑exempt procurement and stretch the dollars further. Nisen said the move would allow the department to keep common items in stock so firefighters can receive replacements after a call instead of waiting and paying out of pocket.
The change requires a modification of the union contract (Local 1211). Chief Nisen and the union have been working together on the draft language; the chief said the arrangement is budget neutral and follows practices already used by the street and police departments. Council approved the proposal on a motion and voice vote.
Supporters noted practical benefits: immediate availability of common items, bulk purchasing discounts and fewer out-of-pocket costs for firefighters. Council members thanked the department for working with the union and noted the benefit to retention and morale.
Next steps: The city and the union will finalize contract language and implement the quartermaster purchasing and distribution process when the union amendment is completed.
