The City of Hannibal on Aug. 19 authorized a no‑cost access agreement with Marion Rawls Regional Port Authority and HRDC for environmental assessments at two downtown sites the city is evaluating.
Interim City Manager Andy Dorian told the council the regional port authority has grant funds available to cover Phase I—and potentially Phase II—environmental site assessments at the Federal Building and the former St. Elizabeth Hospital. “This is a really great partnership. It's not gonna cost us anything, other than just entering this agreement,” Dorian said.
Council adopted Resolution 2565‑25 to allow the organizations access to perform the assessments. Dorian said both assessments will be required “with whatever we decide to do next with either facility,” indicating the work is preparatory to future redevelopment or disposition decisions.
The agreement requires city staff to provide site access; the assessments will inform next steps for the properties. The council recorded a unanimous vote to adopt the resolution. The resolution does not commit the city to any specific redevelopment plan or capital expenditure; it authorizes environmental due diligence only.
