Council approves sale of small parcel at 309 Main Street amid liability, parking concerns

The City of Hannibal on June 17 approved a sale of a small strip of land next to 309 Main Street to property owners Blake and Megan Kramer for $500.
The matter, carried in resolution 25‑59‑25, authorizes a special warranty deed for roughly 18.9 square feet so the Kramers can construct a small step platform to access an upstairs apartment, city staff said. Interim City Manager Andy Dorian and City Attorney James Lehi described conditions in the deed intended to protect the city: indemnification and a hold‑harmless covenant, a reversion clause if the platform is removed or the building is demolished, and liability protections for damage to vehicles.
Council members raised concerns about selling portions of public parking areas for private use. One council member said, “That is always the concern when you start talking about a public parking area, especially 1 that's congested as our downtown is,” and described the inclusion of indemnity and reversionary clauses as city protections.
After discussion, the council voted to adopt resolution 25‑59‑25 authorizing the sale. The resolution passed unanimously on voice vote with roll call affirmations; the clerk recorded the vote and Mayor McCoy declared the resolution duly approved.
The sale is limited to the small parcel described in the deed and includes the restrictions discussed. The council did not amend the price or terms on the floor.
