Warrensburg to hold solid waste rates steady for FY2026; contract allows annual vendor adjustments

City staff told the Warrensburg City Council that solid waste rates will remain at current levels for the coming fiscal year and summarized contract rules for future vendor adjustments.
Barbara Carroll, director of community development, said the base household charge under the contract with Constable Sanitation is $26.56 paid to the vendor plus a $4.40 city administrative fee, for a total of $31 per unit. The hardship rate charged by the vendor is $12.95 and the city does not add its administrative fee to that hardship rate.
Under the contract, Constable may request an annual cost adjustment of up to 5% in any single year but cannot exceed a cumulative 15% increase over a four-year period; requests must be submitted by April to take effect Oct. 1 with the city’s fiscal year. Carroll said Constable did not request an increase for the coming Oct. 1 cycle.
Carroll said the solid waste fund is expected to end the current fiscal year with a fund balance of approximately $148,000–$149,000 and staff do not propose a rate increase for FY2026. She added that the city has modeled scenarios through fiscal year 2033 (the end of the contract if all renewal options are exercised) and that future years (for example FY2027) might require a rate increase to repay startup loans or begin paying a franchise fee back to the general fund depending on variables such as future Constable requests.
