Bowen’s representative said the adjustment provides the city with clearer visibility into labor and equipment costs for the contractor’s self‑performed portions of the project.
Council members and staff said the clarification was intended to avoid any perception of impropriety and to allow the city to see detailed costs for the self‑perform work. The council adopted the amendment on second reading.
