Warrensburg council holds hearing, adopts 3% sewer rate increase effective Oct. 1

The Warrensburg City Council held a public hearing and adopted an ordinance establishing sewer-based rate charges for fiscal year 2026, approving a 3% inflationary increase that will raise the residential base charge by 50 cents to $17.16.
Carolyn Tuohy, the city’s finance officer, presented the ordinance and explained the change was recommended by the city’s rate model prepared by Raftelis in 2022 and updated for current conditions. “For this year, the model recommends that we have a 3% inflationary rate increase, which we'll see base rate charges increase by 50 cents to $17.16 for residential customers,” Tuohy said. She told the council the ordinance, if adopted, would take effect Oct. 1, 2025.
Tuohy also provided a timeline for bills: based on billing cycles, the first bills to reflect the increase for Zone 1 customers will be mailed Nov. 13 and due Nov. 27; the city will include notice on September and October bills informing customers of the upcoming change.
The public hearing produced no public comment. The council moved to close the hearing and then voted to adopt the ordinance on second reading; the roll call recorded five affirmative votes (Kushner, Osborne, Latari, Jones, Euler).
Tuohy said the city conducts a rate study every five years to comply with bond requirements and that the adopted increase aligns with that model. The ordinance was adopted during the meeting’s legislative session.
