The council voted unanimously to repeal several scattered ethics and conflict-of-interest code sections and move the references into a single disclosure section in Chapter 2, after City Clerk Jim Schneider described the codification as a cleanup of repeated readoptions dating to 1991.
Jim Schneider, City Clerk, presented an ordinance to the Warrensburg City Council proposing repeal of Section 2-84 and Sections 2-601 through 2-605 of Chapter 2 (Administration) and moving disclosure references into Article 1, Section 2-1 (Disclosure of Conflicts of Interest). Schneider said the change was a code consolidation and cleanup after repeated readoptions of ethics language since 1991. "It really became apparent to me that we, over the course of time had been codifying these... in particular, these ethics ordinances are readopted every 2 years," Schneider said.
A motion was made to move the ordinance to second reading by title; the motion carried. The council then considered the ordinance for adoption. Councilmembers Kushner, Osborne, Letari, Jones and Mayor Bruce De Euler all voted yes and the ordinance was adopted.
Schneider said he had worked with the city attorney and the codifier (Municode) to confirm the language. The council did not request amendments during the meeting; the measure was presented as a consolidation of existing code provisions rather than new policy.
Outcome: The ordinance to repeal the listed sections and consolidate disclosure of conflicts of interest into Section 2-1 was adopted by unanimous vote.
