Council switches street-overlay contractor after low bidder unavailable; new contract is $396,626.40

The City Council on June 23 approved a contract with Advance Asphalt Paving and Concrete LLC for the 2025 street maintenance hot‑mix overlay program at a price of $396,626.40. The award followed notification that the apparent low bidder, All Pro Asphalt Maintenance, could not fit the city project into its schedule.
Phil Adlidge, public works director, told council staff reached out to Advance Asphalt after All Pro said it could not perform; Advance confirmed availability and provided the new price. Adlidge said staff is in discussions with legal counsel to pursue the original bidder’s bid bond (approximately $18,878) to help cover the price difference.
Staff said the change will not delay the planned work and that the contract requires completion within 120 days of notice to proceed. Adlidge estimated the program should resurface roughly 2.25 miles of streets this year with the adjusted contract and some additional city funds being applied to add streets to the list. The ordinance authorizing the Advance Asphalt contract passed on second reading.
