Committee amends vehicle registration bill to exempt honorably discharged veterans; administration asks for data on fiscal effects

The Honolulu City Council Committee on Budget amended Bill 62 (2024) to CD1 to provide a vehicle-registration exemption for veterans who meet specified criteria (the CD clarifies the exemption applies to veterans not discharged dishonorably). Council Member Tupala described the narrowly tailored change as honoring veterans while Director Kimberly Hashiro of the Department of Customer Services provided a department communication outlining possible fiscal impacts.

Director Hashiro told the committee the department’s estimate — based on statewide veteran counts referenced in department materials — could represent up to about $926,520 in reduced revenue if all eligible veterans claimed the exemption; Hashiro also said the department would provide additional data if the committee asked for a breakdown by island and driving/registration activity. Council members noted the statewide veteran count in the memo may overstate the number of Oahu veterans and asked the department to provide island-specific and driver-specific data and suggested a more realistic estimate might be notably lower.

In-person testimony from Angela Young (representing CARES) supported recognizing veterans. Council members asked department staff to pull additional data (veterans who hold driver’s licenses or registered vehicles, ages 65+, and island breakdowns) to refine the fiscal estimate before final votes. The chair recommended the bill be amended to CD1 and reported out for second reading and scheduling of a public hearing; members raised no objections and the committee ordered the bill reported.
