Council amends bill to repeal obsolete permit-fee waiver provisions

Council Member DeSantis Tam, sponsor of the bill, said Bill 41 corrects a leftover discrepancy following an earlier repeal of chapter 35 and specifically resolves a difference in Department of Planning and Permitting (DPP) grading fee brackets for large soil volumes.
Dawn Takeuchi Apuna, DPP director, testified the department supports the measure and thanked DeSantis Tam for amendments that align fees properly across brackets. The committee held no remote or in-person testimony on the updated CD1. The chair recommended the CD1 be reported out for passage on third reading; there were no objections and the committee ordered the bill reported.
The intent of the amendment is to remove obsolete or unnecessary language that could cause inconsistent application of grading and permit fees. The committee did not adopt new fee amounts in the hearing; the CD1 as listed on the agenda incorporates the specific fee bracket corrections identified by DPP and posted as OCS material.
