Council adopts financing to support redevelopment of Kuhio Park Terrace; HPHA testifies families relocated, right of return guaranteed

The City Council adopted Committee Report 250 and Resolution 25-1-198 authorizing the issuance and delivery of multifamily housing revenue notes in a principal amount not to exceed $107,710,000 to make loans to KPLR Phase 1 LP for a multifamily rental housing development (Kuhio Park Terrace redevelopment).
Hakim Wansafi, executive director of the Hawaii Public Housing Authority (HPHA), testified remotely in strong support, saying the project replaces aging public housing with resilient new homes, concentrates poverty and increases the overall number of affordable units in a mixed-income community. “As of yesterday, all the families have been successfully relocated either to one of our HPHA properties or through the section 8 vouchers that was issued by our agency. And as you know, all relocated household have been guaranteed the right of return to the new units once they are completed,” Wansafi said.
Angela Melody Young testified on behalf of CARES in support, stressing the project’s importance to Filipino American, Micronesian and Pacific Islander households in the Kalihi neighborhood and noting the benefit of an on-site state processing center and social work office.
Council members asked why the county allocation was used for what HPHA described as a state project. Wansafi said the project is located in the City and County of Honolulu and that the county stepped up to provide the bonds in coordination with state and local partners.
The council adopted the resolution; the clerk recorded eight ayes and one member absent. The financing will enable loans to the developer entity KPLR Phase 1 LP and prescribes related actions and documentation to proceed with the redevelopment project.
