Staff reported that prior board approval allowed a garage conversion with divided‑light windows, but the property had been modified and red‑tagged for unauthorized work; inspector enforcement had halted unapproved changes.
At the hearing the applicant’s representative said work had proceeded because portions of the structure were deteriorating and that contractors had intervened to stabilize the building, but the board emphasized that deviations from prior approvals require return to the board or staff compliance. Member Bienvenu moved to approve the pending changes provided that all windows and doors be divided light as originally approved and that the divided lights be true or simulated (not snap‑in grids) and not removable snap inserts; the motion passed by roll call.
The board emphasized that unauthorized work creates enforcement and preservation complications and that owners should consult staff before modifying an approved scope or continuing work beyond an approved extension. The applicant must submit revised construction drawings showing the required divided lights for staff approval; replaced windows and doors must match the approved divided‑light character before permits will be issued.
