Council votes: downtown master plan contract, telecom licenses, and security guard services approved

Key council actions passed in one or more recorded votes:
- Phase 3 Downtown Master Plan: Council approved a professional services agreement with Placemakers LLC (Albuquerque) for the Phase 3 update of the downtown master plan. The one-year professional services agreement is for an amount not to exceed $199,875, subject to budget appropriations. Purchasing staff described the procurement as a sole-source justification based on duplication-of-cost concerns and recommended Placemakers as the qualified firm.
- Advanced Network Management licensing: Council authorized continued use of the New Mexico statewide price agreement to purchase Cisco telephone-system licenses and support from Advanced Network Management, Inc., in an amount not to exceed $250,000, subject to budget appropriations. Staff said the contract ensures continuous, licensed support for the city's telephone system.
- Security guard services: Council approved awarding citywide security guard service agreements to Security Concepts, Inc., and Transcending Tactical LLC for up to five years and an annual combined not-to-exceed amount of $3,000,000. Purchasing staff said the combined RFP allows use citywide, including transit facilities, and consolidates previously separate contracts.
- Board appointments: Council confirmed several appointments to advisory boards, including new and reappointments to the Veterans Advisory Board (James Ashby, Luke Keith; reappointments Daniel Ashbach, Sam Bothrin) and other advisory appointments read into the record.
All listed resolutions and appointments were approved in recorded votes. Individual roll calls recorded Councilor McClure, Councilor Matisse, Councilor Graham, Councilor Kran, Councilor Bencomo and Mayor Eric Enriquez voting yes; Councilor Flores was absent for the roll calls recorded in the transcript.
The council identified follow-up steps such as making future budget appropriations, coordinating procurement with federal transit funding where applicable, and moving to contract execution and project initiation under the approved authorizations.
