Madison Place condo association urges village to correct shared water‑meter installation and pay for separate meter

A Madison Place Condominium Association trustee told the Skokie Village Board on Aug. 18 that the village permitted the developer Norwood to install a single shared water meter serving both the Madison Place condominiums and an adjacent set of townhomes, two separate legal entities. The association says Madison Place is currently paying the entire water bill and must pursue the townhome owners for reimbursement.

Ted Richardson, a Madison Place board trustee and long‑time Skokie resident, said the condo association cannot accurately allocate water usage and asked the village to install a separate meter for the townhomes at village expense. “This should never, I repeat, never have been permitted,” Richardson said, adding he wanted the village to correct the mistake and to acknowledge the village’s role in allowing the shared meter.

Village Manager John Lockerbie asked Richardson to provide contact information after the meeting and said village staff would follow up. No formal board action or vote occurred at the meeting; Richardson’s statement was delivered during the public‑comment period and the village manager committed to staff follow‑up and to have the deputy clerk collect contact details.

Richardson asked the board to consider whether malfeasance or permit errors occurred during construction and said Madison Place has been left with the administrative and financial burden of collecting charges from another legal association. The village did not commit in the meeting to installing a new meter at village expense, but staff agreed to investigate and follow up with the Madison Place representatives.
