District prepares consolidated plan for ISBE grant submission; clarifies 'consolidated' term

District 113 administration reported April 22 that it has prepared the consolidated district plan required for submission to the Illinois State Board of Education as part of federal and state grant application procedures for the 2025–26 school year.
The presenter said language in the plan was updated to reflect the district’s strategic focus on inclusive school communities, PLCs and professional learning. The consolidated plan includes the bilingual services plan and other federally required elements. Administration emphasized that the term “consolidated” in this context refers to the format used to apply for grant funding and is not related to school closings or structural consolidation.
Staff recommended the board approve submission of the consolidated plan; no substantive changes to the federal plan structure were reported. Administration said the consolidated plan is ready for submission and will be routed to ISBE for grant consideration as appropriate.
Board members requested the clarification — administration said it is standard practice to remind the public each year that the consolidated-plan process is an administrative grant-submission requirement and does not imply district consolidation of schools.
The board did not take a separate recorded vote on the plan during the April 22 meeting; staff indicated it is prepared for submission.
