The official described the screening as the initial step that treatment programs often require for admission and said the current request to the meeting body was for staff to do the design and planning work for the program. "This is all we're asking you to do is to do this, do the work to put the design, the plan together," the official said.
No formal motion or vote regarding program expansion, contract award or budget amendment was recorded during the discussion; the official said staff would continue developing the program plan and fulfill the reporting obligations tied to the funding agreement.
