Oak Lawn trustees approve consent agenda including liquor license moratorium repeal, water-tax change; table two contract resolutions

The consent agenda items listed by village staff included: - Ordinance 25-04-07: repeal of Ordinance 24-19-71, which had established a temporary moratorium on new class AV, EV, FV, GV, HV, IV, JV, KV, LV, MV, QV, RV, and VV liquor licenses and new video gaming licenses for one year in Oak Lawn. - Ordinance 24-48: an amendment to Title 9, Chapter 4, Article E §9-4E-4 of the Oak Lawn village code regarding the water use and consumption tax rate. - Resolution 25-04-10: appointment of Madeline Keane to the Art and Events Commission. - Resolution 25-04-11: affirming an appointment to the Oak Lawn Police Pension Fund board. - Resolution 25-04-14: approving and authorizing execution of a settlement agreement and general release in McMillan Riley v. Two procurement-related resolutions were removed from the consent agenda for separate action by a trustee and subsequently tabled by the board: - Resolution 25-04-12: approving and authorizing execution of a settlement agreement and general lease in Proven Business Systems LLC v. Village of Oak Lawn and waiving competitive bidding to approve a new lease and service agreement with Proven IT in the amount of $99,510.12. The board voted to table this resolution. - Resolution 25-04-13: rejecting all bids submitted in response to a request for proposals for managed print solutions. The board voted to table this resolution as well.
Trustees also approved Disbursement Resolution 2025-04D for $2,724,629.07 during the meeting.
Board action occurred by roll call after a trustee asked to remove items I and J (the Proven IT lease and managed print RFP items) from the consent package. The consent agenda (excluding those two items) carried by recorded roll call vote; the separate motions to table Resolutions 25-04-12 and 25-04-13 were each approved by roll call.
At the end of the public session the board voted to enter executive session to discuss closed meeting minutes dated Jan. 28, 2025, and pending litigation.
The meeting record provided ordinance and resolution numbers and the settlement contract amount for the Proven IT item; it did not include the text of the ordinances, the new water tax rate amount, nor the terms of the McMillan Riley settlement beyond the case number.
