Council committees review final $13,030 change order; water treatment plant envelope project complete

City staff reported to the Public Works Committee that the water treatment plant building envelope renovation is complete and that a final change order of $13,030.58 is needed to cover last repairs; that change increases the contract total to $5,363,030.58.

The city engineer explained the original contract with the awarded contractor (recorded in meeting materials) covered roofing, masonry, tuckpointing, skylight and window replacement, interior protection, plumbing, HVAC, painting and other work. As crews completed the project they identified additional deficiencies inside the plant—holes in the kitchen floor, damaged cabinets, piping and finish work—that required remediation. The $13,030.58 change order paid for floor repairs, modest new cabinets, HVAC components and finish work in the staff kitchen and adjacent areas.

Committee members asked for confirmation of the overall scope and timeline; staff said the construction phase is finished and the change order is the final balancing item. The committee did not identify additional outstanding change orders and staff confirmed the project closeout was underway. The engineer provided the project bid tabs and noted higher construction costs relative to pre-COVID estimates.

Committee discussion included a brief question about security cameras; staff said there were no cameras in the kitchen area and none were included as part of the building-envelope scope. The committee closed the item after staff confirmed the change order amount and that the contract is otherwise complete.
