Montgomery accepts CMAP technical assistance for 310 North River site plan

The Village of Montgomery accepted Chicago Metropolitan Agency for Planning (CMAP) technical assistance for the village‑owned 310 North River Street site and authorized staff to sign a memorandum of understanding to begin a 12‑month site‑planning project.
Steven Ostrander, senior planner at CMAP, briefed trustees on a Local Technical Assistance (LTA) project that will produce a market analysis, community engagement plan, development alternatives and a development action plan including a draft request for proposals. CMAP will form a steering committee, perform an existing‑conditions analysis and bring Urban Land Institute (ULI) reviewers to evaluate market findings and draft alternatives.
CMAP is treating Montgomery’s project as a pilot in the southern county region and is not requiring a local cash contribution. Staff said the project will help the village refine downtown priorities, test interim uses for the property and produce an RFP to attract appropriate development for the riverfront site.
Trustees voted 5–0 to authorize the memorandum of understanding with CMAP. Staff said CMAP will begin outreach and steering‑committee formation following execution and that deliverables will be completed across the coming 12 months.
