The Fenton Planning and Zoning Commission on Feb. 4 voted to recommend approval of a special-use permit for Wicked Finds Resale Consignment Shop LLC to operate a used-merchandise store at 630 Gravois Road.
The recommendation matters because the commission's approval is advisory; the Board of Aldermen must still consider the permit before the tenant can occupy the space. Staff noted the property has adequate parking and the applicant must secure an occupancy permit and remain in compliance with city codes.
Community Development Director Amy Stark summarized the petition and staff review. Stark said the applicant proposes to open a resale consignment shop in the former Fenton Cyclery location and described the intended merchandise, parking and permit requirements. Stark told the commission the lot has one drive entrance from Gravois Road, a 42-space parking area and that the proposed and existing uses would minimally require 29 spaces.
Christine Wick, identified herself as the petitioner and said the shop will sell wedding and special-event apparel and decor, vintage furniture and related accessories. Wick told the commission the store hours will generally be 10 a.m. to 7 p.m., with the latest closing time set at 7 p.m. and that the business will be closed on Mondays. “I am offering to resell wedding dresses, other bride dresses, any kind of formal events, basically, apparel, decor, tables, runners, anything that you could possibly think of for a wedding or any kind of formal event and also vintage furniture to go along with that theme,” Wick said.
The commission read three conditions into the record before voting: the permit applies solely to Wicked Finds Resale Consignment Shop LLC to operate a used-merchandise store at 630 Gravois Road as shown on the plan submitted with the application dated Jan. 7, 2025; a separate occupancy permit is required before the space may be occupied; and the business must comply with all other applicable city codes and ordinances. Wick acknowledged the conditions.
Chairperson Yeoman moved to approve case 2025SUPO3; Commissioner Nelson seconded. A roll call vote recorded ayes from Chairperson Yeoman, Commissioner Nelson, Vice Chairperson Sheryl, Mayor Morath, Alderman Harrell, Commissioner Wissbrock, Commissioner Voorhees, Commissioner Glover and Commissioner Billicki. The motion passed and the commission’s action was entered as a recommendation to the Board of Aldermen.
The commission noted that its approval is a recommendation and that the Board of Aldermen will take final action at a future meeting. The commission packet included an application dated Jan. 7, 2025, and staff said an occupancy permit application has been submitted but cannot be finalized until the Board acts.
