Board approves routine minutes, permits and a package of employee-benefit ordinances

The Fenton Board of Aldermen voted on a slate of routine and administrative items at its April 2025 meeting, approving minutes and warrants; granting event permits and traffic control for local church and nonprofit events; taking contract actions in information services; and enacting several ordinances to provide employee benefits.

Minutes and warrants: The board unanimously approved minutes for March 27, April 3 and April 10, 2025 committee/board meetings and approved the warrants for payment after no questions were raised.

Permits and park event approvals: The board approved a special-use permit for Legacy of Patriots Inc. for a 5K event and food truck at Fenton City Park and approved Saint Paul Catholic Church’s request for a temporary liquor license and for traffic control during its parish picnic and parade. Motions for those approvals carried without roll-call opposition.

Parks and maintenance motions (committee referrals): The Parks, Recreation and Tree Advisory Committee’s recommendations to investigate fence repair or replacement and tuck‑pointing at the Fabick Nature Preserve, and to obtain quotes for forestry cutting services for city parks, were moved and approved by the board.

Information services and contracts: The board authorized renewal of a contract with GovBuild and approved terminating the contract with Sumner1 for document conversion services. Separately, the council approved an ordinance authorizing the mayor to execute a new professional‑services contract with HITS Scanning Solutions Incorporated for document conversion services (bill 25‑25), which passed on second reading.

Employee benefit ordinances: The board considered a group of ordinances under the personnel committee to adopt or approve insurance plans for eligible city employees. Budget amendment and other ordinances: The board approved an ordinance amending the 2024 approved budget (bill 25‑26) on second reading and carried several other administrative ordinances on second reading, including an amended personnel manual section (bill 25‑17 became ordinance 4539) and the HITS scanning contract (bill 25‑25 became ordinance 4546).

How the votes were conducted: For many of the ordinance votes the board used roll call; where roll call was recorded in the transcript, aldermen responded “Aye” and the chair declared the motion carried. For other routine motions (minutes, permits, warrants, and committee referrals), the board used voice votes and the chair declared the motions carried when no opposition was voiced.
