City staff said the design phase is intended to allow Saint Ann to sequence Lutz Avenue into the pipeline of other federal projects that the city is tracking. No construction schedule or budget estimate was presented at the meeting. The aldermen asked for the usual procurement steps and approval to finalize the design contract.
The ordinance motion and vote concluded the item; staff will proceed with contract negotiations and preliminary design work.
The board moved on to other ordinances after the vote; there was no additional debate on Lutz Avenue during public comment.
