The Economic Development, Planning and Zoning Committee on March 17 reviewed recommendations from the resident advisory committee (RAC) for allocation of 2025 Community Development Block Grant (CDBG) public-service funds. Staff said Lake County administers the program under an intergovernmental agreement and that the RAC recommended allocations that total roughly $37,500 in the presentation.
Staff explained the recommended amounts are estimates and that final awards are contingent on the federal budget and the city’s final CDBG allocation; the resolution before the committee would fund the programs on a pro rata basis so that recommended amounts would be reduced proportionally if the federal award to the city were lower or zero.
Several aldermen asked whether local nonprofit groups that historically sought council funds had applied to the CDBG process. Staff said nonprofits must apply through Lake County’s advertised application process and that prior applicants are contacted; one representative observed that seven organizations applied and six were eligible and recommended for funding. Committee members discussed whether the city could steer funds to smaller, local groups rather than larger regional organizations; staff said scoring includes local-impact metrics but that the county-administered process determines eligibility and scores.
