The planning commission held a public hearing Jan. 7 and recommended approval with conditions; village staff said the annexation‑agreement amendment will return to the board at its second February meeting and will require a public hearing before the board.
Nathan (staff member) summarized the two requests: a conversion of the existing My Place Hotel (1000 Kilbray Lane) to independent senior living — a use that requires a special permit in the B‑2 commercial district — and construction of a second mixed‑use building on Lot 4. The hotel conversion would remove the large My Place sign but would not substantially change the building exterior; inside, the current 63 hotel rooms would be reduced slightly to about 60–61 units to create common spaces, and many existing rooms already include kitchenettes intended for longer‑term occupancy. The proposed Lot 4 building would mirror the existing mixed‑use building, contain about 30 residential units above roughly 2,000 square feet of ground‑floor commercial space and include an outdoor patio at the retail end.
Staff noted two requested code exceptions: a building height of 40 feet where the B‑2 district standard is 35 feet (matching the adjacent Lot 3 building) and omission of a landscape island on the north side of the parking area to maximize parking. Nathan said those exceptions match existing development on neighboring lots and conform to prior amendments of the Randall Highlands PUD.
Kevin Dermody, identified as representing the development, attended to take questions from the board. Trustee comments were generally favorable; one trustee said the proposed building is “very attractive” and will mirror the existing structure. Nathan told the board that a draft annexation amendment is in the meeting packet and that the formal board public hearing and second reading will occur at the February meeting.
No formal action was taken by the board at the meeting; staff requested feedback and signaled the item will return for formal consideration and the required public hearing.
