At the Village of Glendale Heights Committee of the Whole meeting on March 20, 2025, the planning and zoning commission's recommendation to approve a preliminary plat for the property at 1655 Schmuel Road was moved and recommended to the full board.
The application seeks to divide the parcel into six single‑family lots and requests two variations: (1) a variation to Title 11, Chapter 4, to allow Lots 1 and 2 to have separate direct access to a regional arterial (Schmuel Road), and (2) a variation to Title 11, Chapter 9 to reduce the minimum front yard setback from 70 feet to 25 feet for Lots 1 and 2 that abut the regional arterial. A motion to recommend approval was seconded and the committee voted to forward the recommendation to the board.
Petitioner Gerard Demerri, who identified himself as a Glendale Heights resident, and his attorney, Lawrence Bridal, answered committee questions about stormwater and drainage design for the new lots. Committee members pressed for details about whether water would pond on the lots and how runoff would be handled. Gerard Demerri and Bridal said the plan includes a storm system tied into five of the six lots, dry wells in back yards to absorb groundwater and contouring so surface water drains to inlets that connect to the village storm sewer. "It's not designed to hold water, but, obviously, after an extreme rain, there will be a brief period until the water is absorbed and goes out," Bridal said.
Committee members requested that site grading and stormwater details be finalized to the satisfaction of staff prior to or as part of any final plat approval. The committee's roll call on the recommendation recorded affirmative votes from the trustees present; the motion to move the recommendation to the board passed.
The committee record shows the petitioners in attendance and willing to answer technical questions; the transcript records that the petitioner and his attorney described dry wells and an underground storm piping system that will connect to the village storm sewer. Further engineering review and final permitting will be required before building permits can be issued.
