Addison board approves insurance payment, service agreements and several ordinance measures

The Village of Addison approved a slate of routine and policy items at its Feb. 3 combined committees and village board meetings, including a $1,234,897 insurance payment, a contract award for residential branch pickup services and two three‑year intergovernmental agreements to continue dispatch services for neighboring fire districts.
Why it matters: The actions finalize vendor contracts, insurer payments and intergovernmental funding schedules that affect village operations and the budgets of nearby fire protection districts. Several ordinance votes also updated liquor licenses, tax‑increment financing (TIF) procedures and loan authority for the town center TIF fund.
The board approved the consent agenda after committee review. The consent items included approval of accounts payable directives and staff recommendations transmitted from the earlier combined committees meeting. The committee had presented three directives during its review: directive 25‑56 for $443,744.37; directive 25‑57 (reported in committee as $400,164.54); and directive 25‑58 for $477,690.85. The board’s consent agenda listing later referenced directives 25‑56 ($443,744.37) and 25‑57 ($477,690.85) and was approved by roll call.
Staff member Jim described an ordinance authorizing disposal of surplus village property, saying the village had “one fleet vehicle, miscellaneous electronics equipment, [and] lab equipment that is no longer useful,” and that the ordinance authorizes recycling, donation, disposal or auction of the listed items. The ordinance was reviewed by the village attorney and recommended for approval by the committee.
On insurance, a staff member identified as a presenter reported that the village will pay Intergovernmental Risk Management Agency (IRMA) $1,234,897 for the 2025 annual casualty and workers’ compensation coverage. The presenter said the village is “actively marketing the insurance coverage we have with IRMA in the external market to make sure that we're getting the best value” and that the marketing process was nearly complete.
The board awarded bid 24‑12‑3 for residential branch pickup services to Gutierrez Tree Works Inc., of Villa Park, Ill., in a not‑to‑exceed amount of $85,000. Ryan, the staff presenter on the bid, said the village received five bids and that Gutierrez offered the most favorable pricing; staff reported previous positive experience with the vendor. Ryan also noted the vendor provided optional pricing of $12,000 for a village‑wide pickup in the event of an unusually large storm.
Two resolutions authorized continuing Addison Consolidated Dispatch Center services under new intergovernmental agreements (IGAs). The Wood Dale Fire Protection District IGA sets payments to Addison at $133,038 in year one, $144,094 in year two and $156,359 in year three. The Pleasant View Fire Protection District IGA sets payments of $231,936 in year one, $251,198 in year two and $272,594 in year three. Committee members said the village is standardizing IGA expiration dates to May 1, 2025, as part of a new funding model.
The board also approved multiple ordinances by second reading with little debate: reducing one Class D liquor license tied to the previous owner of Millie’s Pancake Shop 2 Inc., increasing one Class D license for the new owner at the same address (605 West Lake Street), authorizing and ratifying an interfund loan from the general fund to the Town Center Special Tax Increment Allocation Fund, reserving the village’s 2025 private activity bond volume cap, and authorizing repayment of interest from TIF No. 3 to the general fund. A first reading was given earlier for the ordinance authorizing disposal of surplus property.
Other items approved without discussion included a raffle permit for Saint Philip the Apostle School’s fundraiser and routine announcements from the village clerk about upcoming community events.
