Addison committee approves amendment increasing 2024–25 appropriations by $6.33 million; board gives first reading

A village committee approved an amendment to the Village of Addison—udget and appropriation ordinance that increases fund-level spending limits by a total of $6,330,700, and the Village Board gave the ordinance its first reading at its March 17 meeting.

The amendment package, presented by Colleen (staff member), lists increases by fund: $3,869,600 for the general fund; $74,500 for the water/sewer fund; $17,500 for the motor fuel tax fund; $897,300 for internal service funds; $275,000 for capital projects; $123,100 for TIF No. 3; and $526,800 for pension funds. Colleen also identified $546,900 in appropriations for grant funds not included in the regular budget, producing a full amendment total of $6,330,700 and total operating-fund increases of $5,783,800.

Colleen told trustees the appropriation ordinance sets the legal spending limit by fund and that amendments are sometimes needed when expenditures shift during the fiscal year. She said the amendment numbers are set conservatively to ensure coverage for potential unforeseen expenses and that "sufficient revenues or projected fund balances are available to cover any of these requested increases." The committee recommended approval and the committee vote carried; at the Village Board the item received first reading only.

The ordinance establishes legal spending ceilings (appropriations) for fiscal 2024–25; the board will need to return for second reading/adoption to make the changes effective. No mover/second names were recorded in the committee minutes and no additional conditions were placed on the amendment.
