The village’s building, zoning and development committee approved an annexation agreement, rezoning to R‑2 (single‑family residence) and a plat resubdivision for P and S Acquisitions and Development LLC’s property at 5 N. 235 Itasca Road.
The approvals, recommended earlier by the Planning and Zoning Commission after a March 12 public hearing, allow the developer to annex roughly 7.2 acres from unincorporated DuPage County and divide it into 20 lots for detached single‑family homes. The developer told the committee the project will preserve roughly three acres as open space for wetlands and stormwater detention.
Planning staff said the proposed R‑2 zoning is consistent with surrounding parcels and that lots will range from about 8,405 to 9,216 square feet with widths from 60 to 95 feet. The developer said house plans will range from roughly 2,500 to 4,100 square feet, with an optional three‑car garage.
Committee conditions included a minimum home size of 2,500 square feet, architectural compliance with submitted plans that require substantial masonry on street‑facing elevations (staff described percentages ranging from roughly 50% to more than 70% depending on elevation), use of fiber‑cement or similar siding in lieu of aluminum or vinyl, an anti‑monotony clause for exterior elevations and colors, establishment of an HOA with covenants (including a no‑rental provision) and the creation of a dormant special service area (SSA) to cover maintenance of the wetland and stormwater areas.
Sam Paulina, identified in the record as the property owner, and his partner Clyde presented engineering and design plans, said they have been working with staff on final engineering comments and expect to submit final materials soon. They told the committee they plan to minimize wetland impact, use existing water and sanitary connections, and extend or connect sidewalks to adjacent streets.
The building, zoning and development committee voted in favor of the annexation and related approvals at the committee meeting. The ordinance and related rezoning and plat were given first reading at the village board meeting later the same evening.
What happens next: the annexation agreement, rezoning ordinance and plat remain at first reading at the village board (first reading only was recorded at the board meeting). The developer indicated permit‑level engineering would follow staff’s final comments and that construction timing depends on those permits.
