Sean, the staff liaison, described the bill’s scope as originally targeting residential construction (one- and two-family dwellings, condominiums and townhouses) and noted it had been amended to include commercial and industrial buildings. "This bill prohibits any municipality or county from enacting or maintaining any ordinance, regulation, or other policy that requires an owner, a builder, a developer to implement any kind of green building design or construction practices," Sean told commissioners during the meeting.
Commissioners were urged to consider whether they wished to contact state representatives; staff provided copies of informational materials and offered to email commissioners an overview. No formal commission action was taken at the meeting on HB 939; the item was informational.
