The Webster Groves Business District Commission discussed a proposal to install overhead and downlighting in the Alma parking lot, focusing on distribution, neighbor visibility and options to limit late-night illumination.
Simone (staff member) said crews are replacing a downlight and that the lot layout should allow overhead lighting “without impact to the residences around,” while acknowledging lights will still be visible. Commissioners suggested producing a light-distribution schematic and notifying adjacent residents before installation.
“Maybe would it be good to approach the neighbors and say that this is proposed? What do they think?” a commissioner asked. Simone said staff could provide a schematic and write to the neighbors, and offered to invite them to a commission meeting if they wished to discuss the plan in public.
The commission discussed technical mitigations: timed lighting to switch off late at night, directional distribution to avoid shining directly onto homes, and pole-mounted receptacles that limit public access. Simone said the lights could operate on timers rather than dusk-to-dawn circuits if the commission decided to limit late-night illumination.
Commissioners also noted prior experiences with code enforcement complaints when lighting created glare on neighboring properties and said they did not want to create similar problems. Staff agreed to coordinate with the planning and development department on code compliance and to prepare materials to show neighbors where light would fall in the lot.
No formal vote on the Alma lot lighting was recorded; staff will return with a light-distribution schematic and a proposed neighbor-notification plan prior to final installation.
