City counsel reported that recent state and federal discussions could threaten traditional municipal funding mechanisms, including the financing of large capital projects through municipal bonds, and urged commissioners to advocate with legislators.
Counsel described meetings in Jefferson City with state lawmakers and noted bipartisan concern among municipalities about proposals that could change how capital projects are funded. Commissioners were urged to contact their legislators and to help publicize the issue to local residents and businesses; counsel offered to circulate more detailed materials for anyone who wanted to learn more.
Members resolved to invite local media and regional partners (including the West/Kirkwood Times and Greater Saint Louis Inc. representatives) to the upcoming business coffee to broaden awareness, and they set aside time at the next BDC meeting for a legislative and funding update. The commission asked staff to provide a summary of the issue and to coordinate with municipal league resources so members could make informed calls to their legislators.
Counsel noted that some funding conversations linger in a policy “ether” until activity accelerates and that timing can be unpredictable; commissioners asked for a plain‑language explanation of possible economic impacts for Webster Groves so they could better inform business owners and residents.
The commission assigned time at its next meeting to receive an expanded briefing and to discuss possible outreach to state representatives.
