Summary
At its March 18 meeting the Sherwood City Council approved its consent agenda — including adoption of FY25-26 council goals and authorizations for an OTIB loan and an intergovernmental agreement for sewer work — and the Urban Renewal Agency passed a parallel resolution pledging revenue for the Ice Age Drive loan.

The Sherwood City Council on March 18 unanimously approved its consent agenda, which included four items: approval of the March 4, 2025 council meeting minutes; Resolution 2025-015 adopting city council goals and deliverables for fiscal year 2025–26; Resolution 2025-016 authorizing the city manager to execute an Oregon Transportation Infrastructure Bank (OTIB) loan for construction of Ice Age Drive; and Resolution 2025-017 authorizing the city manager to enter into an intergovernmental agreement with Clean Water Services for the Brooklyn Trunk Sewer Extension project.
“I move consent,” a councilor said, and the motion passed without objection. The record shows no public comment on those items during the meeting.
Separately, immediately after the council meeting the Sherwood Urban Renewal Agency (URA) convened and approved two consent items: URA minutes from Jan. 21, 2025, and URA Resolution 2025-002, pledging revenue as repayment source for the OTIB loan for Ice Age Drive. The URA roll call recorded members present and the motion to approve passed.
Why it matters: the OTIB loan and the pledged URA revenue are tied to construction of Ice Age Drive, a local infrastructure project the city has identified on its consent agenda. The Clean Water Services agreement will support construction of a trunk sewer extension referenced in the consent item; the council did not discuss those two items at length during the meeting and no additional details or amounts were specified on the record.
Next steps: those consent items carry forward as approved; staff did not present additional budget or timetable details in the March 18 meeting minutes beyond saying the OTIB loan authorization and the IGA would move forward under the city manager’s execution authority.
