The West Linn–Wilsonville School District Board on Monday adopted an updated long-range facilities plan that documents facility needs, priorities and a capital-improvement program the district can use when evaluating future bond measures.
Why it matters: the long-range plan is a required, evidence-based planning document used to demonstrate need and to inform voters and the state before a capital bond election. The plan does not itself authorize construction or a bond sale; instead it compiles prioritized projects and an archival record of committee and community input.
What the board approved: staff and the Long Range Planning Committee presented the updated plan, the result of work that began in November 2023 and included dozens of committee meetings and multiple community engagement activities. Remo Douglas, the staff liaison to the committee, told the board the plan complies with applicable state regulations and will be used as the district’s planning foundation should leaders place a bond on a future ballot.
Process and next steps: members of the planning committee, district staff and the board held a “bond summit” and solicited community input to rank projects into tiers. The second half of the plan—titled the capital improvement program—creates a prioritized “menu” the board can select from if it decides to propose a general obligation bond. Board members said they expect to consider bond-specific decisions at a later meeting (not part of the plan adoption). The board adopted Resolution 2024‑05 to formalize the plan.
