Commission told CID discussion paused until City Council briefing with Gilmore Bell

City staff informed the Webster Groves Business District Commission that Gilmore Bell’s presentation on a proposed Community Improvement District (CID) was removed from the commission agenda because the city manager requested that City Council be briefed first.

A staff member said the city manager wants the council to discuss and determine a direction for the CID before consultants or business districts continue detailed conversations. “The city manager asked that we prep the council,” the staff member said, explaining the council needs a briefing to determine how to proceed and what, if any, public steps are required.

Commissioners asked whether the council briefing would be an open meeting or a closed session and whether the council could override actions taken by the commission. Staff replied that Council would need to make determinations about how to proceed and that commissions are appointed by council and cannot unilaterally implement a CID without council approval.

Why it matters: a CID could change assessments, financing and project authority for improvements in the district; commissioners said they want to understand council direction before continuing consultant meetings. Staff said they will notify the commission when the council briefing is scheduled and asked commission members to continue preparing questions and background materials in the meantime.
