The Webster Groves Green Space Advisory Commission reviewed a draft budget and discussed reallocating some items to prioritize educational outreach and signage for native-plant projects.
Budget items read during the meeting included $250 for the Arbor Day celebration (awards, refreshments and saplings), $400 for Eco Ed refreshments and attendance prizes, and $4,475 for Green Our City (magnets, buckets, 25 trees, mulch, tree guards, workshops and giveaways). Commissioners noted that Public Works will purchase many Green Our City materials directly — specifically trees, mulch and guards — reducing the commission’s required outlay for that program.
Commissioners proposed moving some of the unneeded Green Our City line items into educational outreach. One proposal discussed would increase educational outreach spending to about $2,400 to produce one or two short educational videos and related outreach materials. Commissioners also discussed using budget funds for signage — for Larson Rain Garden, Lockwood Park Prairie and roughly 18 planned pocket prairies the city will install — and for outreach materials that could be produced in-house.
Why it matters: Commissioners said clear outreach, signage and modest paid educational materials will help reduce resident confusion about pocket prairies and native-plant landscaping and support volunteer recruitment for tree stewardship and planting days.
Details and staff coordination Commissioners asked for clarity on the budget presentation timeline: the commission’s budget document is due March 15 and is expected to be presented to council during the upcoming budget season; the chair will have the opportunity to present the budget to the full council if questions arise. Members discussed the level of line-item specificity needed for the submission and whether the commission should avoid requesting money for items Public Works will buy.
Several members urged the commission to withhold active public recruitment for tree stewards and tree-planting until Public Works confirms site lists, planting capacity and an implementation timeline. The commission agreed it wants to avoid miscommunications that left some residents with wrong plantings in past years.
Outcome Commissioners agreed informally to reallocate items from the Green Our City line where Public Works will supply materials, to raise educational outreach funding and to preserve roughly the same total budget capacity (just under $10,000) for the commission’s annual work plan.
