Commission discusses recycling bin placement, Sunday pickup and vendor options

Commissioners and staff discussed a multi‑part plan to add a recycling dumpster and to change trash pickup logistics for the Old Orchard business district.
Staff said the city is negotiating placement of a recycling container in the dumpster compound on the south side of the district and is pursuing Sunday pickups to handle restaurant and retail weekend volume. "We're going to need an extra pickup on Sundays because of the restaurants on the street," a staff member said. The district currently has three dumpsters in the compound and plans to drop to two trash dumpsters while adding one recycling dumpster, staff said.
Staff described talks with Republic Services and said the city may seek competitive quotes from Waste Management to lower costs. "If you give me Waste Management contact, I'll start with them," a commissioner said; staff indicated they would follow up to keep Republic Services "honest" on pricing and service. Commissioners emphasized the need to avoid creating an additional structure or building to house recycling and said Sunday pickup logistics will affect whether a new structure is necessary.
Commissioners noted only one city‑provided recycling container currently serves the district (at the back corner of Williams v. Webber's) and said usage patterns vary by location. Board members said they will continue to work with staff to determine optimal placement so public parking and premium spaces are not lost.
No formal procurement decisions were made; staff will continue negotiations and report back to the commission.
